Although new epoxy and polycarbonate pcs,production units were launched in 2008, the economic downturn andincreased competition have squeezed some companies'margins, forcingsome manufacturers to reduce operating rates or extend plantdowntime. BPA Development was also negatively affected in 2008,when the health risks of exposure to BPA from the BPA controversyprompted some, such as Canada, to ban the chemical in foodcontainer applications. As end-users cut back on purchases, someBISPHENOL-A BPA producers in the region are cutting back onproduction to reduce rising inventories of the costly material. Themajority of epoxy units in China are currently operating at 5060%capacity. The 100,000 ton per year Bisphenol a BPA plant, a jointventure between Sinopec and Mitsui Chemical, went into productionin December 2008, adding to supplies in the region, and BPA pricesare expected to fall to bottom levels. And Surveys of traders andend users suggest little support for BPA prices if demand continuesto weaken. In 2009, there will be some new trade trends. A freetrade agreement between China and members of the Association ofSouth East Asian Nations, ASEAN, will be implemented. Under the newrules, bisphenol A, ASEAN, will have zero tariffs on its exports ofBPA. The Association of South East Asian Nations ASEAN has twomajor Bisphenol a BPA producers: Bayer has 160,000 TPA units inThailand and Mitsui Chemical has 230,000 TPA units inSingapore.
