亚马逊平台美国玩具CPC审核要点
什么是CPC认证？
CPC认证的全称是Children’s ProductCertificate。CPC证书类似于中国的质检报告，在通过相关检测、出具报告后同时发放的证书。证书列明进/出口商信息，商品信息、以及已通过的相关检测项目及其依据的法规标准。亚马逊平台在上线一些类别的产品（如儿童玩具、婴童用品，儿童服装等）时会要求商家上传CPC证书，没有CPC证书的相关儿童产品无法销售。
很多商家办理了CPSC检测，但是始终卡在CPC认证的道路上。CPC认证并不复杂，但是也要求对认证了解及平台要求的充分认知。以下是CPC平台审核 中常见的一些问题，请大家参考。
一、In order to list these toys on Amazon, please apply bysubmitting the following item.Please update CPSIA Warning Attributein detail page.
解答：产品页面编辑页面CPSIA那栏没有填写内容，需要在产品后台中有下拉选择适合自己产品的Warning警示语！不清楚选择哪一项，可以联系检测机构。
二、In order to review your documents related to Product Assuranceof Toys, please submit them on Vendor Central using the followingsteps:
1. In Vendor Central, click the Items menu, and then selectVendor Certificates
2. Click on Missing Compliance Documents;
3. Search for the affected ASIN and then;
4. Click Add to upload the documents
解答：不要在CASE中回复内容和提交文件，需要在菜单目录栏找到查看销售申请，再找到被拒绝的ASIN，重新提交证书进行审核。
三、 We noticed that the recommended Age Grade of the ASIN ismissing on the product(s) detail page.
Please update the product(s) detail page with the recommendedAge Grading (the manufacturer_minimum_age attribute) identified onthe ASINs third party test report in order to move forward with theapproval process.
解答：Listing后台缺少产品的适用年龄描述，在产品后台中正确的位置输入适用年龄即可
四、Please be informed that we can only accept product images.Therefore, kindly take clear photo of the product and productpackaging clearly displaying:
* Manufacturer Name
* Manufacturer Address
* Warning label (as applicable)
解答：亚马逊要求的项商品图片中，产品的实拍图需要清楚地体现出制造商名称、制造商地址和警告标语等（可提供通用模板）
五、Please be informed that we are unable to move forward with theapproval process until the following required documentation isprovided:
Kindly provide the following outstanding items as per ASTMF963-17:
• 4.25- Battery Operated Toys
If you feel your product is exempt from the abovesections/re, please provide a statement from your lab orregulation exempting your product for our review.
解答：电动玩具的测试标准，除了ASTM F963-16/17和CPSIA，还需要做电池部分的ASTM Section4.25关于电池驱动和电池部分的测试，若测试报告缺乏这项测试，会导致无法过审。（产品是内置电池、外接干电池、USB供电、直插供电的都需要做这个测试项目）
六、The CPC submitted is missing required information. To moveforward with the approvals process for your product, pleaseresubmit the document with the following updated information:
· US importer or domestic manufacturer name, mailing address,contact information located in United States
解答：美国进口商信息是目前CPC证书容易出错的原因之一，此条的解决方案，需要了解的可以咨询。
七、 Product description or product identifier enabling us to makean accurate determination that the certificate is issued for thecorrect product
解答：提示CPC证书里面缺少ASIN或产品型号和productdescription（产品描述）。导致此问题的原因是CPC模板有问题，无法与CPC测试报告和Listing建立上联系。用正确的CPC证书模板修改即可解决。
八、In order to move forward with the approval process, pleasesubmit the Children’s Product Certificate (CPC) that is issued bythe manufacturer, importer, or private labeler based on theguidelines stated in the Consumer Product Safety Commissionwebsite.
The CPC that has been previously provided cannot be accepted asit is issued from the testing laboratory.
解答：上面我们说过，CPC的本质是一份自我声明，是由进口商或者制作商签发的（实际操作中，多数情况都是由贸易商自主签发），只有CPC的测试报告是由检测机构盖章签发的。所以不能用检测机构盖章的CPC证书，用了大概率过不了审核，此条很容易解决。
九、Contact information for the individual maintaining records,including name, full mailing address, email address, and telephonenumber
解答：在CPC证书上加上测试结果维护联系人信息就可以了，很简单。
十、The registration card submitted for your product did notinclude all of the following:
• Name of the manufacturer or private labeler
• Date of manufacture
• Manufacturer contact information(U.S. address and telephonenumber, toll-free if available)
• Model name and number
解答：没有提供注册，或者是注册的信息填写错误导致。注册的本质是在美国已经支付过邮费的，需要足够的经验去制作。涉及到需要提供注册的商品一般是耐用的婴儿消费品，并且危险程度相对较高。比如围栏、门栏、背带、学步车、摇篮、高脚椅等等。填写内容比较复杂，不易解释。需要请咨询。
十一、图片必须包含所有以下相关信息：安全信息和注册、合规标志（包括追踪标签）、商品危险警告
解答：此项涉及个人的经验，具体请咨询。认证机构很多，但是懂亚马逊规则又能做出符合对应要求的认证，这就需要经验丰富的人员进行对接，有价值的并非认证本身，而是足够的经验支撑顺利过审亚马逊。
十二、The tracking label images submitted does not include all ofthe following:
• Images showing tracking label present on the physicalproduct.
• Images showing tracking label present on productpackaging.
• Manufacturer or private labeler (distributor) name andaddress
解答：产品本体和包装，都要体现追踪标签。另外，提供产品实拍图的时候，需要注意角度和信息足够证明产品符合安全法规和标签法规的要求。
十三、Your product has been approved as a parent product.
Parent products are non-buyable entities that are used to relatechild products. We do not require safety compliance documentationto be submitted for parent products as these products cannot bepurchased.
解答：父体总是被检测到提交合规性文件，但是开CASE得到的答复又说父体不用提交报告。这本身和亚马逊的要求是相互矛盾的。大多数情况，只需要提供子体的合规文件即可，父体的审核会在子体都过审后自动消失；少数情况是仍然要求父体的资料，可以理解为Amazon的系统bug，如果过了后台要求的文件提交截止时间，父体会被移除，可以重新合并变体，并问客服给一个新的父体。
十四、If you would like to appeal this decision, please submit anup-to-date (within the last year) CPSIA Compliance testingdocumentation from a CPSC approved laboratory, in addition tosafety standard ASTM F963 if the product is a toy.Please note thatfailure to provide appropriate documentation may result in yourinventory being returned to you or destroyed.
解答：亚马逊要求提供的检测报告是一年以内的报告，另外需要注意，并非所有产品都是对应的测试标准都是ASTMF963-17和CPSIA，每种产品都有对应的检测标准，终的法规依据是ASTM（美国材料与试验协会）和CPSIA（美国消费品安全改进委员会）的法规要求为准。
十五、The tracking label images submitted did not include all ofthe following:
• Manufacturer or private labeler (distributor) name [located inthe United States]
• Location and date of production of the product
• Detailed information on the manufacturing process, such as abatch or run number, or other identifying characteristics
• Any other information to facilitate ascertaining the specificsource of the product.
解答：追踪标签的定义，在CPSC都有据可查。在亚马逊后台可以查询到相关资料，不过后台的资料其实并非完整，还有其他要求不满足，仍然会被驳回。
总结：CPC归结起来的问题，目前本人所遇见驳回审核的原因，不少于30种，经验和细节处理至关重要。其中的经验，学习一次，受用所有的玩具和母婴产品。另外，在联系检测机构进行CPC测试的时候，需找到经验丰富的业务员对接，一切按照亚马逊平台要求去做测试，否则认证机构做出来的CPC报告虽是真实有效的测试报告，但是亚马逊就是不让你过审，千万不要以运营的思维去理解。CPC在所有认证中属于比较特殊的认证，一般厂家提供的CPC证书没有用，多数需要贸易商自行处理。“不要你觉得OK，而是要让亚马逊觉得OK”。
亚马逊要求CPC证书是属于商品安全审核！所以建议如果想要长期做玩具类产品和母婴产品的卖家，还是要将证书做好！另外，被拒绝和审核时间长的朋友不必着急，目前来说只要提供CPC证书和报告后，在审核期到了还是没有回复也不会下架你的产品，仍然可以正常出单。
